am i supposed to apply a hair mask to dry hair? what to they mean by this?

it says in the second to last sentence “apply mask to dry locks for ten minutes, then shampoo and condition as usual” at first i thought they were referring to the fact that this mask is for hair that is dry, but then i realized they might mean to put it on hair that is dry not wet. what do you think?
Normally you apply to towel dried hair and just rinse. In this case i would apply to dry hair and then wash and condition regularly by dry i mean not wet!
